Deaf and hard-of-hearing children; special education. Requires local school divisions to ensure that Individualized Education Program (IEP) teams consider the specific communication needs of deaf and hard-of-hearing children and address those needs as appropriate in the child's IEP.

My sister was a student at VSDB in Staunton in the late 80's, early 90's. At that time they were graduating students at an 8th grade reading level. Now it is more like a 4th grade reading level! The state of the education for Deaf children in Virginia is atrocious! How many do you think are able to go on to Galludet University? I'm guessing close to zero!
